At the end of 2004, there was a blockade and sympathy action against the Latvian company Laval at a building site in Vaxholm, Sweden. The Laval judgment explained that it was not compatible with Community law to allow industrial action in the situation in question. Therefore, The Laval Inquiry was assigned by the Swedish Government to present proposals for such changes in Swedish legislation as need to be made as a result of the Laval judgment.The Laval Inquiry presented a report to the Swedish Government on 12 December 2008. A summary of the report, where the inquiry have conducted an analysis of the Laval judgment and presented proposals in accordance with the Committee Terms of Reference, can be found below.

The Government has referred a proposal on reform of the pharmacy market to the Council on Legislation, on 9 December. The aim of the reform is to create the conditions for more pharmacies with longer opening hours. The proposal entails the liberalisation of the regulations on operating a pharmacy in Sweden. More actors will thereby be given the chance to contribute to the safe, accessible and customer-oriented supply of medicinal products.

Stable, long-term, high quality teacher education, focusing on the core content of the teaching profession and deeper subject knowledge. Two new qualifications with clear specialisations will guarantee that teachers are trained on a scientific basis and in accordance with the needs of the school system.To guarantee high quality, universities and other higher education institutions will have to apply for approval to provide the new teacher education. These are a few main points in the report by the Inquiry on a new teacher education programme, Sustainable teacher education (SOU 2008:109) that is being presented to Minister for Higher Education and Research Lars Leijonborg today.
